Utility Fraud Detection

How Sigma’s AI technology can help analyze satellite images and extract actionable information

The Challenge

The Town Hall of a large city needed to control water consumption in the outskirts and surrounding counties of the city. Due to the severe drought of the previous years, population could not use the water for swimming pools, lawns or other plants that required a lot of irrigation.

Sigma’s satellite computer vision technology can detect swimming pools, lawns, trees and many other objects from satellite images.

The Solution

Sigma used satellite images provided by the client to calibrate the computer vision technology and be able to accurately detect swimming pools and lawns, and consequently, potential water consumption fraud. Images had the location information, so it was straightforward to analyze historic and current water consumption information together with the information extracted out of the satellite images.

The analysis provided a list of properties that required a more detailed investigation.

The Outcome

The developed tool was able to analyze much broader areas than with manual methods and provided information to allow Town Hall inspectors focus on the properties that more likely were not following the water consumption local regulations.
